General Administration of Customs of the People's Republic of China Announcement No. 138 of 2025
In accordance with the provisions of the Frontier Health and Quarantine Law of the People's Republic of China, the Law of the People 's Republic of China on Entry and Exit Animal and Plant Quarantine , the Food Safety Law of the People's Republic of China, the Law of the People's Republic of China on Import and Export Commodity Inspection , the Regulations of the People's Republic of China on the Administration of Customs Import and Export Goods Declaration, and other relevant laws, administrative regulations , and customs regulations , in order to further optimize the inspection and quarantine supervision before export goods declaration ( excluding administrative licensing matters ) and standardize the inspection and quarantine application before export goods declaration (hereinafter referred to as the inspection and quarantine application ) , the relevant matters are hereby announced as follows:
1. The applicant for inspection and quarantine of export goods before declaration (hereinafter referred to as the applicant) shall apply for inspection and quarantine at the customs of the place of origin/assembly of goods in accordance with the law.
The applicant refers to the consignor, cargo owner, manufacturer or their agent as specified by laws, administrative regulations and customs rules .
2. When applying for inspection and quarantine, the applicant shall submit contracts, invoices, authorization agreements and other paper or electronic documents related to inspection and quarantine in accordance with relevant regulations , except for those that can be exempted from submission in accordance with regulations.
For goods that are subject to the state licensing system, relevant certification documents should be provided .
Export goods must be inspected and approved by the producer or operator and be accompanied by an inspection certificate or test report; if applying for weight appraisal, a weight list or weight list should be attached.
The inspection of imported and exported hazardous chemicals and their packaging shall still be carried out in accordance with the current relevant regulations .
If the customs needs to verify or supplement documents and materials, the applicant shall submit them in a timely manner.
3. If the applicant needs to withdraw or change the inspection and quarantine application, he/she shall provide relevant explanations or supporting materials . Only after the review and approval, the withdrawal or change procedures can be handled. If the inspection and quarantine matters are not cooperated within 30 days after the application, the application will be automatically withdrawn. If the electronic account data has been verified and annotated by the export declaration form, it is not allowed to be withdrawn . If it involves the change or withdrawal of the certificate , the applicant shall return the original certificate.
4. If any of the following circumstances occurs, the applicant shall reapply for inspection and quarantine:
(1) The validity period of inspection and quarantine has expired .
(ii) Changes in the country or region of importation involve adjustments to inspection and quarantine requirements .
(3) The packaging is changed or reassembled.
5. Generally, export goods shall apply for inspection and quarantine 7 days before customs declaration or shipment. For some goods with a longer inspection and quarantine period, necessary inspection and quarantine time shall be reserved, unless otherwise provided by laws, administrative regulations or regulations of the General Administration of Customs .
6. If any violation of the relevant provisions of this Announcement occurs, the customs shall impose penalties in accordance with relevant laws, administrative regulations and rules.
This announcement shall come into effect on July 7, 2025 .
